Reroofing Over an Existing LWIC Deck: Survey First, Then Decide

On a commercial roof, the membrane is the part that wears out. A lightweight insulating concrete deck under it usually does not — which makes the reroofing decision a question of evidence, not habit. Here is how that evidence gets gathered and read.

The asset most reroofs throw away

When a roof over lightweight insulating concrete reaches the end of its membrane life, the default instinct on many projects is a full tear-off: everything comes up, everything goes to the landfill, everything gets rebuilt. Sometimes that is the right call. Often it is an expensive reflex — because the LWIC below the failed membrane is a cured, monolithic, sloped substrate that may be in fine condition, and reusing it means the new roof needs only a new membrane system, not a new deck.

The decision cannot be made from the surface, and it should not be made from assumption in either direction. It is made by a condition survey.

What a real survey looks like

A credible evaluation of an existing LWIC roof has three layers. Non-destructive moisture scanning — infrared, capacitance, or nuclear — maps where the assembly reads wet. Core cuts confirm what the scan suggests and expose the actual condition of the fill and the deck below it. Fastener withdrawal tests, in both representative and suspect areas, establish whether the cured material still develops the pull-out values a new mechanically attached system needs.

Reading moisture like the material, not like foam

The most common mistake in these evaluations is treating an LWIC deck like wet insulation board. They are not the same material and they do not fail the same way. Cementitious fill can carry elevated moisture readings and remain structurally serviceable — and unlike soaked foam, it can dry. As Gembala puts it in the same reference: Wet insulation board is dead; wet lightweight concrete is a question that cores and pull tests answer.

That interpretive discipline extends to the instruments themselves. A scan anomaly over LWIC can be a leak, ordinary hydration moisture still on its drying curve, or an artifact of density variation — and his companion guide on moisture and venting compresses the point into one line worth pinning above any survey report: Instruments report moisture; they do not report meaning. Baselines, trends over time, and cores wherever the interpretation drives money — that is how the expensive questions get settled.

When tear-off is still the answer

None of this argues for reuse at any cost. The honest triggers for removal are well established: widespread saturation, fill that no longer develops adequate withdrawal values, a corroded or structurally compromised form deck beneath the LWIC, or a structural or code condition that requires exposing the deck. The point of the survey is not to rescue every deck — it is to make recover, partial replacement, and tear-off a measured choice instead of a guess in either direction.

Treat an existing LWIC deck as an asset until testing proves otherwise. Survey, core, and pull-test first; then let the measurements — not the habit — pick between recover, partial replacement, and tear-off.
